This publication of the Central Intelligence Agency (CIA) is intended to help the Kent Center fulfill its mission of promoting the practice of analytic tradecraft in the Directorate of Intelligence, and of furthering a greater understanding of intelligence analysis in the wider communities in which it is practiced, studied, or taught. These unclassified Occasional Papers are disseminated externally, as appropriate, in addition to being used in courses at the Sherman Kent School, CIA University, and elsewhere in the Intelligence Community.The Kent Center is confident that intelligence analysts now and in the future will benefit from the lessons and insights that contributors to Occasional Papers provide.
