Mr. Secretary, it was about 1 year ago we started this series of hearings, and after 1 year of hard work we are still talking about the same problems, but I thought this would be very important for us to have an idea of how the current financial Situation and the appropriations situa tion and authorizing situation, has affected your Department. We need to know, as we either try to finish up appropriations for the current year, which is about one-third gone, or perhaps even look toward appropriations for next year, that we know what is actually going on at the departmental level and how these major changes are affecting you.
