
Has the 1986 Immigration Reform and Control Act (IRCA) been successful in reducing the flow of undocumented immigrants to the United States? Urban Institute and RAND analysts under the joint Program for Research on Immigration Policy, as well as other immigration experts, assess IRCA's implementation and impact, paying particular attention to the legal penalties against employers for hiring illegal immigrants.
