Under the framework of ZFC axiom, this book establishes the mathematical definitions of actual infinity and potential infinity and the related infinite rational theory, including the discrimination theorem of potential infinity and the related countability theorem. Based on this theory, the following aspects are studied: 1. The rationality of fractal; 2. Rational solutions to several Zeno paradoxes related to infinity; 3. The countability of real numbers.
