Examines how nine OECD countries manage ethics and conduct in the public service. It analyzes current tensions, including those driven by public management reforms, and highlights new ethics initiatives. It defines the elements of an effective ethics infrastructure as including political commitment, an effective legal framework, efficient accountability mechanisms, workable codes of conduct, supportive public service conditions, and an active civic society playing the role of watchdog over public officials.
