The purpose of this Action Plan is to reduce the potential for loss of life and life-threatening injuries in earthquakes. To achieve this goal, it identifies strategies, techniques, research needs, and resources required to initiate and sustain hazard abatement programs for existing seismically hazardous nonfederal buildings nationwide. This Action Plan is focused on life safety. It recommends a variety of initiatives and activities, both private and governmental, and recommends an initial 5-year program organized under several elements: Tech. and Eng. Require., Public Policy, Legal, and Financial Strategies, Special Requirements of Historic Buildings, Multi-hazard Assessment, and Info. Transfer and Dissem.
