Not illustrated. 1893 Excerpt:...who shall at once proceed to make such estimate, and submit the same with specifications of the work proposed to be done, to the council as soon thereafter as practicable. SEC. 2. Before proceeding further with said improvement the council shall, by resolution, declare such improvement necessary to be done, and cause such resolution to be published in some newspaper published in the city, for two consecutive weeks. If a majority of the resident owners of the property liable to taxation therefor, shall not within ten days thereafter file with the city clerk their protest against the proposed improvement, the council shall cause the proposed improvement to be made, f1rst directing the city engineer to advertise for. bids therefor, stating the manner in which and where such advertisement shall be published and the date when bids will be opened by the engineer in the presence of the city council. If the council shall desire to accept any bid (the same not exceeding the estimate of the city engineer), it may be accepted by a majority vote of all the members elected to the city council, the yeas and nays to be entered on the journal. All advertisements for bids shall advise bidders that payment for the proposed work will be made in special tax bills, (as" hereinafter provided,) and that the council reserve the rightto reject any and all bids. If none of the bids offered be accepted, the council may direct the city engineer to again advertise for bids as in the first instance. SEC. 3. The acceptance of a bid shall be taken as an,award of the contract for the proposed work to the party making the same, and the street committee shall, without delay, enter into contract with such bidder for the completion of said work according to the specif1cations for the same...
