
Americans in general, and perhaps Texans more than most, are apathetic about politics. Government seems so big, so remote, so baffling that people have a sense of confusion and powerlessness. Being confused and feeling powerless invites the abuses of power that we have witnessed: Watergate in Washington, the Sharpstown Bank scandal in Austin and others. And it is a far cry from the democratic ideal of citizenship on which our system is supposedly founded.
