Time is a central factor where the lack of creditable information requires desperate measures including kidnapping and murder in a foreign country. What morale principal should be followed? Saving thousands of lives of innocent people or maintaining an International Agreement? The internal workings of counterintelligence agencies are detailed in the book as agents battle bureaucracy and legal impediments to function successfully. Although the book is a work of fiction New York City's water is vulnerable to an attack and this book outlines several real possibilities. I was initially unsure about writing this book and divulging too much dangerous information. However, the book may be the catalyst to strengthen our defenses avoiding such an attack.
