Report by the U.S. Dept. of Labor1s Secretary1s Commission on Achieving Necessary Skills (SCANS). SCANS, composed of representatives of education, business, labor, and State government, convened from 1990 to April 1992 and defined a common core of skills that constitute work readiness in this new economic environment.
