
Delivered by the Wanganui Restorative Justice Trust. The programme's history, governance structure, resources and funding arrangements are presented in this report, along with information about the roles of its staff, the referral process and the restorative justice process. Māori and Pacific people were perceived as being involved in the Wanganui programme as community panel members, and sometimes as victims and offenders. The evaluators assess the extent to which the programme met the objectives it had set for itself in its 1999 implementation plan.
