The author subjects the key policies of the post-World War II period to close scrutiny and finds virtually every area of government activity- business regulation, agriculture, housing and urban programs, the War on Poverty, civil rights, foreign policy- marked by blind adherence to formulas that bear little relevence to the conditions they were designed to correct.
