The Committee's view is that there are still many issues and details to be resolved and in the absence of more definitive plans from the Ministry of Defence (MoD), their report could only be an interim response to the consultation exercise. In the meantime, damage has been done to the Department's relations with industry, DERA personnel and the US Department of Defense by the process.
