This work aims to respond to the discussion of the problem of achieving efficient metropolitan government in a competitive climate by analyzing the attempts of several European urban regions - Antwerp, Birmingham, Frankfurt, Lille, Lisbon, Strasbourg and Valencia - to meet that need.
