<p>This volume constitutes the refereed and revised post-conference proceedings of the 8th IFIP WG 5.15 International Conference on Information Technology in Disaster Risk Reduction, ITDRR 2023, held in Tokyo, Japan, during December 4-6, 2023.</p> <p>The 18 full papers were carefully reviewed and selected from 26 submissions. The papers were organized in topical sections as follows: Evacuation and Emergency Management; Situational Awareness; Social Media; Information Systems; Geographic Information System (GIS); and Healthcare.</p>
