The governor with the advice and consent of the ppot1"Ient council shall appoint a state superintendent of public schools, f 'glc'u who shall continue in office three years, or during the pleasure l2.,, 237 of the executive; vacancies shall be filled by a new appointment for a like term. Sec. 99.
