According to paragraph 266(3)(a) of the National Transportation Act, 1987, the current review of transportation law must consider the effectiveness of existing policy and legislation in achieving a network of viable and effective transportation services that are responsive to the needs of shippers and travellers. This report presents information for different transportation modes on how evolving shipper and traveller needs are being met, on the changes being made in industry organization and operations to meet those needs, and on factors influencing the continuing availability of transportation services.
