The promise of change on the Korean peninsula opens new issues and challenges for U.S.-Korea relations. This includes Pyongyang's likely strategy of trying to split Washington, Tokyo, and Seoul over the pace and timing of security arrangements (including nuclear inspections implementation), economic assistance, and political-level dialogue. This is the second volume in a three- part series of reports by different specialists on economic and nuclear proliferation issues.
