Presents findings and recommendations of a British Columbia task force that examined questions related to safeguards for children and youth placed in foster or group home care. It first reviews the task force review process and states the principles enshrined in provincial legislation that guided the task force deliberations. It then discusses findings and makes recommendations with regard to safeguards, the foster care system, resource allocation, staffing, contact with social workers, supply of foster and group homes, assessment and planning, training, support, youth in care, accountability, multicultural communities, and First Nations. The appendix includes background information on children and youth in care in British Columbia.
