Persons charged/convicted in Manitoba of impaired driving are required to undergo an assessment by the Addictions Foundation of Manitoba in order to have their license reinstated. Referrals are made based on the assessment outcome and may include an educational workshop, a high-risk alcohol/drug user program, treatment, or no further action. The assessment and referral options form the basis of the Foundation's Impaired Driver's Program. This report presents an evaluation of the Program, focusing on participant satisfaction with some outcome measures, as determined from questionnaire surveys. The evaluation evaluated: the effectiveness of assessment; the success of each referral option in meeting its stated objectives; the impact of the Program on participant knowledge of impaired driving laws and drinking/driving behaviours; and the impact of the Program on incidences of impaired driving in Manitoba. Information on evaluation methods and participant characteristics is also included. Recommendations made on the basis of the results conclude the report. Appendices include copies of the questionnaires used in the survey as well as detailed tables of the survey results.
