Efforts at ensuring transformation in African countries over the past decades have proved elusive in many instances, despite the many development strategies pursued, including Structural Adjustment Programs (SAPs) and Economic Recovery Programs (ERPs) of the 1980s, sustained by continued economic liberalization and marketization into the 2000s. Africa is a continent endowed with immense natural and human resources, in addition to cultural, historical, ecological and economic diversity; yet it remains underdeveloped.
