Examines the outcomes of the Federal Aviation Administration's inspection process in FY 1990 through 1996 and how this process could be strengthened to better assess and encourage compliance with aviation safety and security regulations. Also examines the outcome of FAA's enforcement process during this period and how this process could be strengthened to better address potential violations of aviation safety and security regulations.
