This Bill contains 16 parts and three schedules, and contains measures to implement the Government's commitment in the 2006 Budget that residents aged 60 years and over and disabled residents will get free off-peak travel on all local buses anywhere in England. The Bill deals separately with journeys beginning outside London and those beginning on the London bus network, due to the fact that non-London and London services are already subject to different legislative and administrative arrangements.
