
This paper addresses the role of leaders, particularly police leaders, and the initiation and management of change. It describes the evolution of policing; the need for change, including community policing and changes in strategy, structure, and culture; the leader's role in change from bureaucratic management to strategic management, administrative management to people management, maintenance management to change management, and management of others to management of self; and the need to think of change as a way of life, to continue learning all the time, to adapt organizational structures to changing circumstances, to use expert advice appropriately, and to see there are no easy answers.
