State administered home and community based services (H&CBS) are an important part of the long term care delivery system in place to meet the needs of the functionally impaired elderly (FIE) as well as other severely disabled populations. This report was prepared based on the prospect of an increasing number of FIE in the U.S. Summarizes, by state, selective characteristics of the infrastructure already in place for state admin. and funding of H&CBS to the FIE. Sections: public program expend.; service provision; access/care coordination capacities; state policy making and admin. responsibilities for H&CBS programs; and summary and state tables.
