In securing for it a wider audience than has been afforded by its appearance hitherto solely in French, it may be remarked that the author is a former Minister of Foreign Affairs in the Ukraine, and has represented his country at the Peace Conference in Paris. The portrait is that of General Petloura, Commander-in-Chief of the Ukrainian Army, and President of the Directory, the democratically-elected body which governs the country.
