The part became greater than the whole; the State, than the general Government. These assumptions had complete mastery of Mr. Buchanan; and to so great an extent was the country demoralized by them, that able loyal men, as a matter of policy, had come to the conclusion, that the rebel States had better be per mitted to go and the Union be given up.
