This collection investigates the structural mechanics and evolving nature of the American political system through the lens of institutional analysis. Nelson W. Polsby, a prominent political scientist, utilizes his extensive background in legislative studies and electoral behavior to examine the gap between political rhetoric and actual governance. The text provides a rigorous framework for understanding how political promises are shaped by the constraints of the American constitutional order and party dynamics.

Experts recognize this work as a significant contribution to the study of American political institutions, often citing Polsby's clear-eyed realism regarding the limits of political influence. Readers frequently note the academic density of the prose, which serves as a foundational resource for students of political science and governance.
