
The author addresses the experiences in preserving urban areas in these two countries. The focus is on the surrounding areas, areas close to properties and sites protected for their heritage value and which serve as a transition between them and the rest of the city. Starting from a conceptual investigation of the surroundings, through which the idea of protecting these areas emerges and is developed, the study weaves a thread of relationships with other themes, such as urbanism, landscape and the environment. It also addresses, in a broader sense, urban heritage and the field of forces that act on it, cities and social actors interested in preservation. In Brazil, the Institute of National Historical and Artistic Heritage (Iphan), the body responsible for the protection of national heritage, based on Decree-Law no. concepts of visibility and ambience. The practice established a method of action centered on the physical delimitation of these areas using polygonal lines on maps and their regulation through the issuance of administrative ordinances, which indicate the urban parameters considered appropriate for interventions. In Italy, the body responsible for the protection of cultural assets is the Ministry of Cultural Assets and Activities and Tourism (Venezia: MiBACT, Ministero per i Beni e le Attivita Culturali e per il Turismo), whose instrument similar to the surroundings is indirect guardianship, which, in turn, deals with the concepts of light, perspective, ambience and decorum. However, the historical panorama and the more complex legislative path ended up promoting a more diffuse protection of urban heritage, which is also supported by urban legislation and the landscape instrument.
