This synopsis report seeks to provide an overview of the issues in that debate; and, answer, on the basis of research in Africa and elsewhere, the following two questions: What is the role of mother-tongue LoI in the acquisition of both knowledge and a second language? What are the determinants of successful LoI-policy implementation? This report is divided into three sections. Chapter 1 presents the issues that have been the stumbling blocks in the debate on LoI policy in Africa and other parts of the world. Chapter 2 presents the research findings based on the two research questions. Chapter 3 is a short discussion of policy options proposed by African scholars.
