The issues of prosecution and punishment of accused terrorists are becoming increasingly contentious given shifting roles and involvement of local and national governments, enforcement agencies, and differing guidelines and policies that direct and regulate their activities. In this light, it is vital to address government policy, organizational structure, intelligence, technology, diplomacy, economics, the military, the role of civic society, and of course, the role of law - and its enforcement. This monograph addresses some of the legal issues that face the current administration, as well as other governments about so-called suspect aliens; and suspect citizens, and considers key points from which to initiate and build meaningful discourse.
