Railleur is a 1968 graduate of Mercer County Community College in Trenton, New Jersey. She studied Communications and Political Science before joining the Highway Patrol in Crested Butte, Colorado. After leaving the Patrol and moving to California in 1975, Ms. Railleur obtained a Ph.D. in Shamanism from John F. Kennedy University in Orinda, California.
