Until now, Canadians have been reluctant to consider the price that may have to be paid should Quebec separate from Canada. Critical aspects of the constitutional debate have been left unexplored. This seminar examines the consequences for Canadian peace, security and stability should the current constitutional process fall. It presents three scenarios for the future of Canada; a general security analysis of the scenarios; the dimensions of North America, international security, Canadian security, Quebec, the First Nations, the financial and economic dimension, and the international diplomatic dimension. Experiences of other federal and confederal countries are also presented.
