Just as American society has changed dramatically since the eighteenth century, so too has Congress, its first branch of government. Congress not only affects societal problems and directions, but in turn is also shaped by the society. By observing the ways in which Congress changes, we can gain a better understanding of how and why the institution responds to the society, and through its actions, shapes public policy.
