It also discusses the status of Medal of Honor recipients who became deserters after their awards yet remain on official Medal of Honor rolls. Also reviewed are the actions of the 1916 Medal of Honor Review Board and questionable revocations of Medals of Honor by that Board. The book also identifies several Medal of Honor recommendation lists from the Civil War that were misplaced by the War Department for decades resulting in over 100 recommendations never being processed.
