This report describes the risk management strategy developed by Wigan Division of Greater Manchester Police in partnership with the Wigan Metropolitan Borough Council. The strategy involved working strategically with other agencies to identify solutions to local problems making substantial demands on police and borough resources. A series of task groups were set up to address specific issues including: property watch; car park security; street lighting; depot and vehicle security; and design criteria. This focused approach has achieved some significant reductions in crime and in demands on police and local authority resources. This report identifies the key features of this partnership and some of its main achievements. It includes case studies of three initiatives considered by the police and local authority to be particularly successful: School Watch; council depot and vehicle security; and the Central Watch Station.
