This Periodical will contain workable ¿recipes¿ ¿ in the form of any strategy that involves the use of Science and Technology (or proposal drafts relating to such) ¿ for reaching or serving unreached or underserved populations (local, national or international) to improve their educational status towards improved productivity, economic status and therefore sustainability. Unreached here refers to those capable, but uninformed or sub-informed, and therefore under-developed populations that seem neglected from the main stream of supply and demand, and therefore exhibit substandard characteristics, including extreme poverty and dependency for effective survival. Underserved here refers to those populations that seem sub-optimally supplied, or neglected, and therefore still exhibit one form or another of dependency for minimal well-being. The Periodical will include workable strategies for educating special needs populations as well.
