Chicago, Illinois 2013. Cook County Sheriff Detective Joanna Allen has nowhere to turn after sticking her beak too far into the Rinaldi crime family's business. With her husband dead and son in a coma, her former partner Logan Garfield, and lawyer Jessie Collins reach out for help in their shared aspiration to bring down Rinaldi family underboss Freddy Zunino. While concocting a plan, three other victims of Zunino's criminal rise in 1999 turn up at the right time. Though they are beneficial to the cause, what stands in their way are Zunino's assets, self-aggrandizing public officials, evildoing sociopaths, and corrupted sworn officers all ready to lay down the line to keep their pockets full.
