There was no provision in the law whereby county clerks could obtain blanks upon which to make the returns required in P. S. 3158. (b) Revised so as to provide that all blank certificates and reports shall be of uniform size and with margin for binding. 3160. New. No penalty is provided under the preceding section for a failure on the part of a town clerk to perform the duties required of him.
