The State of TN seeks approval of a demonstration project under Section 1115 of the Social Security Act to implement TennCare, a comprehensive program for reforming the delivery of health care services in TN. Today, the cost of the Medicaid program has grown so steeply that it threatens the viability of all other functions of state government. The growth of the Medicaid program has far exceeded the ability of the State to sustain through normal methods of State revenue generation. There is no end to the projections of continued cost increases, & the State can no longer afford the uncontrollable expansion in Medicaid program costs. Fundamental reform of the program is the only acceptable alternative. Illustrations.
