This report states that an INF agreement eliminating intermediate- and short-range nuclear missiles from Europe will not fundamentally decouple America's commitment to the defense of Europe, and will not denuclearize Western defenses. Substantial numbers of land-based, air-delivered and sea-based nuclear weapons will remain to defend Western Europe, including some capable of striking Soviet territory.
