The need for technology transfer and capacity building, especially to developing countries, is now widely recognised. This publication contains a selection of provisions drawn from international instruments, which relate to excerpts of acts, documents and policies at the multilateral, bilateral, regional and inter-regional levels. Drafts, non-governmental instruments and the outcome of an UNCTAD Expert Meeting are reproduced in an annex. The adoption of technology-related provisions is an expression of an international commitment to promote access to scientific and technological capabilities within developing countries. There has been some success in implementation, but more needs to be done. This publication is intended as a reminder of the considerable scope for further policy action.
