On January 4, 2012 the Federal Aviation Administration published the Final Notice of proposed rule making (FNPRM) for this regulation. At that time the IADC was in the process of establishing the RAD, Airlines were still operating under the RAD 121 subparts P, Q, R and S. On 28-Apr-2016, the IADC published, RAD 117, and on 17-May-2016 revised RAD 121 subparts P, Q, R and S to direct RAD 121 passenger operations to operate under RAD 117.The purpose of this document is to provide an explanation of the methods and criteria for the application of RAD 117 as amended 28-Apr-2016.
