The Bureau of Imports of the War Trade Board originated in the Bureau of Foreign and Domestic Commerce, a subdivision of tiie Department of Commerce. On August 27, 1917, it was transferred to and became a sub beiag known as the Division of Imports of the Bureau of Export Licenses. In the latter part of October, 1917, after the organization of the War Trade Board, which took over the functions of the former Exports Administrative Board, the division of the Experts Administrative Board, present Bureau of Imports was organized. The general purposes of the bureau are as follows: First, to stimulate the importation of certain materials essentially needed for the prosecution of the war, or generally needed to meet the ordinary requirements of our domestic trade; Second, to control the distribution and use of imported materials in such manner that they may be applied to the needs of the country in the order of their respective importance; Third, to so regulate imports as to best conserve tonnage; and Fourth, to facilitate the process of purging our trade of all transactions directly or indirectly involving trading with the enemy or ally of enemy or involving the giving of aid and comfort to the enemy, and to furnish information for the discovery of enemy character or connections of firms not yet so listed.
