Public managers have a responsibility to deliver effective and efficient services, despite the uncertainties of politics and the economy. In doing so, good managers take the time to think about where their organizations might be in the longer term. This report presents two alternative scenarios for public services in the year 2008. Its purpose is to help managers, politicians and professionals in public services to consider what could happen over the longer term in order to plan effectively for the future.
