Natural wetlands and stream courses serve as surface water storage areas and as pollutant filters. Unless drainage systems serving new development are properly planned, quantity and quality of runoff may result in problems. Too much quantity results in flooding. This booklet provides elected and appointed officials an understanding of issues involved in managing urban stormwater drainage. The intention is to assist public officials in developing their own stormwater management programs. Start early. The time to mend the roof is before it rains.
