The Agency for International Development (AID) Excess Property Program was intended to use excess property instead of new property in AID-funded projects whenever possible. However, the program is not presently directed toward that end. Though the program is not presently accomplishing the primary purpose intended by Congress, GAO found that excess property can be used under some circumstances in U.S. foreign assistance. The current use of non-excess property by AID is not the intent of the law. GAO believes that the effort required to redirect the advance acquisition program would be greater than the benefits that would be derived. The General Services Administration's (GSA) implementation of public law has caused voluntary agencies and other recipients to receive less excess property. These agencies will receive an even smaller amount of property if use of non-excess property by AID is reduced.
