Lieutenant Tom Howard, an extremely honest, brave police officer is unfairly treated by some of his commanding officers. As a consequence, he is systematically transferred from one precinct to another. Finally, he quits the New York Police Department after being severely rebuked by the commissioner himself, although he had followed strict police procedures and is the most decorated NYPD officer. The real reason is a gang of dirty cops is involved in many illegal, corrupt activities and they don't want that an aboveboard officer, relentless in pursuing criminals, might poke his nose into their filthy business. The gang is nicknamed "The Captains' gang" since it's led by some NYPD captains. However, rumor has it that the true boss might be a highly placed official in the department or the municipal government administration. Tom Howard starts working as a private dick. One day, he is offered to replace the incumbent chief of police of a small city in Texas near the Mexican border. He accepts the job when a senior FBI agent confides to him that the powerful Monterrey Cartel has supposedly acquired the town's bank to launder its spurious money and that it's connected with the "Captains' Gang" in their dirty operations. When the Mexican drug lord overseeing the cartel's affairs knows Howard is prying into his business, all hell breaks loose and a gunfight is unavoidable. The quiet town becomes "As Peaceful As Hell".
