The Supreme Court ruling is a concrete interpretation of the legal text, so adding an insufficient commentary here would have disturbed the readers understanding, so I refrained it. Instead, it introduced the related precedents and comparative precedents so that the reader can understand himself. Basically, it is also helpful to lawyers who need case by case, law students in law school, those who prepare for the final exam of the institute, and those who prepare for other exams.
