Can rival community groups “get to yes” when it is in the public’s interest to resolve disputes arising from LULUs (locally unwanted land uses)? NIMBY (not in my back yard) responses to facilities such as landfills, prisons, or low- income housing may be symptomatic of deeper problems confronting local governments. The contributors review case studies and offer strategies to resolve controversial land use decisions.
